Job Overview NSAI is Ireland’s EU and UN motor vehicle type-approval authority as appointed by the State. NSAI discharges its type-approval obligations out of its Automotive Certification Department.
Working with a global client base, the Automotive Certification Department issues up to 10,000 approvals annually and appoints Technical Services, Approved Test Centres, Approved Vehicle Adaptors, Approved Vehicle Body Builders to support this service. NSAI also has responsibility for the approval of Tachograph, Plating and Road Speed Limiter Workshops and for the implementation of the ATP (Agreement on the International Carriage of Perishable Foodstuffs and on the Special Equipment to be Used for such Carriage) scheme nationally.
The role will involve leading the quality management function of the Automotive Certification Department as the Irish Type Approval Authority under the following legislation:

Regulation (EU) 2016/1628
This will be a hands on post, designing/developing/maintaining a number of schemes within the division and continuously monitor to consistently improve the Automotive Departments processes and procedures.
Key Tasks and Responsibilities
- Develop and maintain Automotive quality management systems in accordance with ISO 17021, 17020, 17025, 9001 and the various accreditation bodies and designating authority rules and guidelines.
- Develop and implement robust audit and management system oversight programs to ensure state of the art risk management practices are implemented in all areas, particularly those that do not require external oversight.
- Support operations managers in the development of new schemes to ensure consistent procedures and processes within the division.
- Serve as contact point for all related accreditation bodies and designating authorities and ensure timely response to all requested information, data and general queries.
- Supports audit preparation activities and documentation preparation for internal and accreditation audits, and witness audits, as well as follow up activities and all relationship management activities with the accreditation body.
- Plan and organise internal audit activities and report on the results to local and executive management. Ensure audit processes achieve value (measured in improvement to efficiency, effectiveness and lean management).
- Organize, update, manage and evaluate the divisions document control systems to ensure compliance with applicable requirements and to optimize process efficiency
- Coordinate activities with Operations Managers to ensure timely completion and closure of internal and external corrective actions, complaints, feedback, preventive actions and facilitate the investigation of quality systems issues, identify trends and causes and ensure that corrective active measures are implemented to address the issues.
- Manage the competency programs to ensure that the systems and supporting documentation are in place to identify competence criteria and demonstratecompliance with the documented competency criteria.
- Manage statistical sampling of approvals granted and provide reporting feedback to operational managers and Technical Services.
- Represent NSAI on external committees where required.
Qualifications and Experience Essential
- Degree or equivalent in an engineering and/or scientific discipline.
- Minimum 5 years of direct Quality Management Systems experience including the management of internal or external audit programs and familiarity with accreditation.
Technical Competencies
- Knowledge of Quality Management system requirements for certification bodies including ISO 17021/020/025 and/or ISO 9001.
- Good practical knowledge of quality techniques which may include lean, SPC, risk analysis / FMEA, control plans, flow charting, Ishikawa analysis, process approach etc.
- Knowledge and experience with CAPA systems including the identification of root cause/corrections/corrective actions.
- Knowledge and experience with Document Control Systems including the development and reporting on performance metrics.
- Excellent communication skills with the ability to relate to people at all levels internal and external to NSAI.
- Ability to develop procedures and processes to support the Department.
- Experience in LEAN methodologies and the ability to implement change using LEAN tools
- Ability to provide training to all stakeholders both internally and externally
- Understanding of Conformity of Production.
